TOWARDS GOOD MANAGEMENT OF THE UZHHOROD CITY

ABOUT THE PROJECT:

The project focuses on the cooperation of the municipality of Uzhhorod with the public and representatives of the non-governmental sector in order to increase the level of transparency and contribute to increasing the level of institutional trust.

Within the framework of this project, educational activities will be carried out for officials of individual departments of the Office, joint training of employees of the Office and the public on project planning and management will be carried out; training participants will gain experience in the implementation of support competitions in the field of micro-projects; the public and the government will have experience in joint project planning and implementation; 10 of the 22 departments at the municipal office will be evaluated on the basis of interaction with the public, a communication strategy will be developed with recommendations to improve the situation, which will become the standard of work of all employees of the office.

Project description:

Two target groups are identified in the project. The first group consists of employees of selected departments at the Uzhhorod City Hall. Within this target group, the following needs have been identified:

acquire knowledge in the field of communication with the public,
carry out an independent evaluation of existing public relations practices,
draw up a document defining communication standards,
gain experience with the preparation and implementation of a microgrant scheme

The second target group are representatives of the non-governmental sector (non-profit organizations and civic associations operating in the city). Within this target group, the following needs have been identified:

  • acquire knowledge of interaction with the Office,
  • gain knowledge in the field of strategic planning,
  • establish effective communication with the local government,
  • increase the involvement of local community representatives in the decision-making process,
  • gain experience with the redistribution of public resources through a micro-grant scheme

Specific aim 1:

Improving communication between the municipality of Uzhhorod and the public in decision-making processes, thereby increasing the level of transparency.

Activities:

1.1 Training program for employees of selected departments of the Uzhhorod Municipal Office in the field of communication with the public – a more detailed description of the expected topics of education is given in the table below. The training will be attended by 12 selected employees who most come into contact with the public in their activities. The education will be implemented in the form of two one-day trainings carried out in Ukraine and three two-day trainings carried out in Slovakia connected with a visit to good examples – specific municipal offices in the Košice region. The lecturers will be mainly experts from Slovakia, but experts from Ukraine will also be involved in the training. The output of the activity is 5 trainings and 12 education graduates.

1.2 Evaluation of the activities of selected departments of the Uzhhorod Municipal Office in order to analyze the existing situation in the field of communication between employees and the public and representatives of the non-governmental sector in order to propose systemic measures in the area. The evaluation will be carried out mainly by Ukrainian experts, if necessary, it is possible to involve experts from Slovakia. A methodology, questionnaires and recommendations will be developed. As part of this activity, an evaluation methodology and questionnaires will be developed. The output of the activity will be 10 evaluation reports (one for each department) with recommendations.

1.3 Development of the Communication Strategy of the Uzhgorod City Hall in accordance with the requirements of Ukrainian legislation and Ukraine’s commitment to implement the principles of good governance. After completing the training program and evaluating the activities of selected departments of the Uzhhorod City Hall, a Communication Strategy will be developed under the leadership of a team of Ukrainian and Slovak experts with the active involvement of participants in the training program. 5 working meetings will take place during the creation of the strategy. The output of the activity will be 1 document.

Specific aim 2:

Increasing the level of knowledge of representatives of the municipality of Uzhhorod and representatives of non-governmental organizations in the field of strategic planning, and thus contribute to increasing the level of institutional trust.

Activities:

2.1 Joint training program for employees of the Municipal Office and municipal organizations and representatives of the non-governmental sector (non-profit organizations and civic associations operating in the city) – a more detailed description of the expected topics of education is given in the table below. The expected number of participants is 16. Education will be implemented in the form of seven two-day trainings conducted in Ukraine (5x) and Slovakia (2x) associated with visiting good examples – specific successfully implemented projects in the Košice region. The lecturers will be mainly experts from Slovakia, but experts from Ukraine will also be involved in the training. Participants in the training will create a specific project of their choice, with which, after the end of the training program, they will be able to apply for support within the pilot implementation of the microgrant scheme under activity 2.2. The output of the activity is 7 trainings and 16 education graduates.

2.2 Pilot implementation of the microgrant scheme. In order to transfer experience with the implementation of grant schemes, a microgrant scheme will be prepared and implemented under the guidance of the applicant’s employees who have sufficient experience in this area in cooperation with representatives of the partner organization. The partner’s representatives will thus gain experience in the preparation and implementation of microgrant programs. For participants in education, the opportunity to apply for resources to implement their project will be both a motivating factor to participate in the training program but also a motivation to create a project that reflects the really identified needs in their organization or. community. The output of the activity will be a microgrant scheme, through which min. 3 projects and EUR 3,000 will be redeployed for the implementation of specific projects. Successful implemented projects will be presented at the final conference.
